Concept Plan Application

Project Plan Update 12/04/06

On September 7, 2006, the Planning Board held a public hearing to consider the proposed Trinity Commons Concept Plan application. A wide range of comments were provided by City staff, the Planning Board and during the public hearing from neighbors. Shortly afterwards, the North Property Committee met to figure out how to respond to the suggestions, remain true to the initial vision of the congregation, and be financially feasible. Those were the basic building blocks that led to an exciting re-organized and re-thought site plan, architecture and program for Trinity Commons. It is now a stand-alone structure that consists of five basic parts:

13 permanently affodable one bedroom apartments for rent
13 for-sale two bedroom apartments
4.700 sq. ft. of community and church function space
1,460 sq. ft. of office space for lease
Approximately 136 below ground parking spaces on three levels

Trinity Commons will be more diverse in use and more contemporary in design. It is less massive and more respectful of the transition from the downtown to the residential areas to the north. It pays homage to its nearest neighbor Trinity Lutheran Church but is architecturally timeless and unique. Trinity Commons now includes changes such as:

- the overall height of the structure was reduced
- roofs were changed from high pitch slopes to flat
- all of the one bedroom units will be permanently affordable
- there is an open courtyard facing Mapleton
- shading of the neighboring church was reduced

On October 29, 2006, the congregation of Trinity Lutheran Church voted to support the project and to continue to the next phase. The committee will prepare a second application to be submitted to the City on December 4, 2006.

Trinity Lutheran Church anticipated that the revised Concept Plan will come before the Planning Board for another public hearing in early February, 2007.

Original Submission Information: June 5, 2006

On June 5, 2006, Trinity Lutheran Church submitted an application to the City of Boulder for the review of a Concept Plan. Per the City's land use regulations, "the purpose of the concept plan review step is to determine a general development plan for the site, including, without limitation, land uses, arrangement of uses, general circulation patterns and characteristics, methods of encouraging use of alternative transportation modes, areas of the site to be preserved from development, general architectural characteristics, any special height and view corridor limitations, environmental preservation and enhancement concepts, and other factors as needed to carry out the objectives of Title 9, "Land Use Regulation," B.R.C. 1981, adopted plans, and other city requirements. This step is intended to give the applicant an opportunity to solicit comments from the approving authority early int he development process as to whether the concept plan addresses the requirements of the city as set forth in its adopted ordinances, plans, and policies."

Karl Guiler, a Case Manager with the City's Planning Department will coordinate the review of the application. Trinity Lutheran Church and the City welcome letter and emails with comments about the project. The preliminary report from the City staff is expected in early July. A Planning Board hearing is anticipated in either August or September.
